The officer facilitates a discussion of the harm caused by the offence and how it might best be repaired. The aim is to promote behavioural change on the part of the offender as well as to enable victims and others affected by an offence to have their questions answered and to receive an apology and/or compensation where appropriate. Based on a study carried out with a working British police force which was developing restorative cautioning procedures, this report evaluates the value of restorative cautioning in practice and assesses both the short-term and the long-term effects of this new approach, such as reduced fear of crime, more harmonious relationships within the community and a greater degree of respect for the law and legal institutions.« less
