I had a wishlist book come up available today and the gail that has it, was saying in a PM that she can't find the book.  What should I do?  Should I just let it go and let the time run out on it, order it knowing that she can't find it or what?

She has to cancel it or let it run out. If you cancel it, you will go back to the end of the line. You should do nothing. Don't decline or cancel, let her do something about it on her end.

It's a WL book, so the sender can't pull the book. As I understand it, Theresa will have to accept the book and the member who posted the book will have to cancel. This will take the poster out of WL limbo and Theresa will return to the front of the line.

If Theresa does not do anything, her wish will be canceled, and she'll go to the end of the line. So she needs to accept the request and inform the poster to cancel the request.

wouldn't she have already had to have accepted it to receive a PM from the sender?  I thought that there was no way to know who the sender or receiver was until it was accepted.  That has been my experience anyway

Any time I've had a book of mine on wishlist hold there's been a PM button on the page.
