Okay, I'm all right with not getting my quick credit when I mail the book, I am, but when the usps site says it's delivered and I still have no credit it's annoying. I am so not paying the extra 27 cents for this anymore!!

Use the contact us link at the bottom and click on feedback.  If you give them your DC number and let them know it has been delivered, they will give you your credit.  I had to do this with two of my books yesterday where I used the new postage system.  I have never had problems using plain on DC.

I you read the other Quick Credit thread you will see that Robert posted regarding this issue in the last couple days. It was a USPS problem and should be cleared up now. He asked that you let them know of any that still weren't right.
