Murder, armed robbery, rape, vicious assault, riot - the American crime rate was spiralling upwards at an alarming rate. FBI Director Vernon Tynan had the President's full backing for his controversial 35th Amendment to the Constitution of the United States which would suspend the Bill of Rights and all personal liberties in case of nationall emergency. All that stood between ratification or defeat was the vote of one State.
