France was born on 2 April 1938. He was educated at Bradford Grammar School and Balliol College, Oxford (MA). He earned his BD at the University of London and his PhD at the University of Bristol. He served as a curate in Cambridge and then:

• Senior Lecturer in Religious Studies, Ahmadu Bello University (1976—77)
• Warden, Tyndale House (1978—81)
• Senior Lecturer (1981—88); Vice-Principal (1983—88) London Bible College
• Principal, Wycliffe Hall, Oxford (1989—95)
• Hon. Research Fellow, University of Wales, Bangor (currently)
