This is the Third book (1985) in the Porfiry Rostnikov Series.

Set in the "new Russia" created when the Berlin Wall fell, Kaminsky brings back one of his most beloved characters, Chief Inspector Porfiry Rostnikov. Rostnikov is additionally challenged by secrets and mis-information from high up in the KGB. He faces a moral decision as to whether to pursue the killers of an old Jewish man, after being warned to drop the case.
Meanwhile, his colleague Inspector Karpov pursues "the weeper," an unknown sniper haunting Moscow, and policeman Sasha T. is investigating a car theft ring, posing as a buyer.
Almost anyone who reads Kaminsky (author of the popular Rockwood Files series, as well as the Abe Lieberman series), will enjoy this novel!
