I think my problem was that this was the first book I've read by this author. This is the third book in the Cooper Security series, and there are also two different Cooper Justice series. I didn't have a connection with any of the secondary characters, and the nuances of the overarching problem involving the military, contractors, and a private security firm weren't entirely clear to me. If you've liked the series, you'll probably like this book too, but if you haven't read any of the other books, I wouldn't start with this one.
