Fire Chief Ben Kimball decides he needs outside expertise so he persuades Atlanta to lend him fiery expert Cara Hughes though he knows his brother police lieutenant Wes will be unhappy that an outsider is coming to investigate the fires.
Wes resents Cara as much as he wants to eye witness whether she really sleeps with a switchblade under her pillow. Cara is used to taking charge and makes no exception as to who will lead the inquiries.
