Can you use regular stamps for media mail? Or does mm have to go through the PO? Can you prebuy say $2.13 stamps to put on single book, under 13oz mailings?

Yes, but if the package weighs 13oz or more you have to go to the PO.

Not if they are stamps from an APC or are otherwise metered postage, you don't.
