I expected a one-two-three listing of what to do and how to do it. This book is told from the perspective of what the Congressman did in the House and how he was able to get difficult legislation passed on major bills. In the end his travails illuminate the com plexities and give you a clear understanding of How Congress Works. If this interests you check out George Packers long article in the August 9, 2010 issue of the New Yorker entitled "The Empty Chamber" This deals with the obstructionism in the Senate and how it is very similar to the House. It's amazing that anything gets passed in both chambers other than naming a post office or salary raises for the Congress.
