The first colonizers created a crude frontier world. Soon the discovery that tobacco could be turned into money provided the means for some to shape themselves into a rough-and-tumble elite, which was pushed aside, in turn, in the 1650s and 1660s by new English aristocrats who found refuge from the Puritans and privilege in Restoration Virginia. This new, more refined, and fashion-conscious elite rose to unprecedented heights of money and status by exploiting white indentured servants and importing slaves.
Those efforts provoked Nathaniel Bacon's abortive rebellion in 1676. In the wake of that uprising and outgrowing the limited social and commercial opportunities in the original capital of Jamestown, the elite founded in 1699 a new, well-ordered, baroque, "social city."« less
