This is the American edition of the report to Parliament, with an introduction by Dr. Karl Menninger. The committee did a thorough investigation and offers recommendations, being especially concerned with prostitution. Tables included but differences in law (England, Scotland, Wales) are problematic. The reservations by individual members to the recommendations are included.
