If the person receives the book within 48 hours, can I use that credit for the WL book?

As soon as you receive the credit you can use it.  If it doesn't come in time you can purchase credits at the PBS kiosk, or you can sometimes find other members who have multiple credits wanting to sell them in the Book Bazaar.  I would be happy to lend you a credit, but I just used my last one on a WL book!  :)
