"This volume, part journal and part commonplace book, seeks to derscribe certain ideas and events that contributed to the recent emergence of human rights as an issue of American foreign policy. It will, I hope, be of some historical interest, but my purpose in writing, as will be evident from the form I have chosen, is to set forth some of the arguments upon which this initiative was based. Unless these are better understood - and perfected, and improved - it is not likely the initiative will be sustained. I hope the reader will come away with an understanding of why this is so or, at least, why it seems to to me..... D.P.M.
