Great book! It's early in the 21st century and DelMarVa, the newest state in the union is making headlines. There is full employment. Its residents pay no taxes. The crime rate is falling. And, with five casino-entertainment centers and a major theme park under construction,it's soon to be one of the country's top tourist destinations. Just about everything is going right. But, in the second year of this bold experiment in regional government, a serial kidnapper strikes......and the victims are a steadily growing number of DelMarVa residents..........
