It's listed for ages 4-8, but I don't think this is appropriate for children that young. The hats are pretty complex - some having over 200 numbered slots & tabs. I know many adults without the patience to complete them! Still, the hats are beautiful, and include a flowered bonnet, a pirate's hat, a Statue of Liberty crown with torch, a pharoah's headress, a knight's helmet, and a top hat. I'd say more appropriate for older children with a LOT of patience and skill, or adults. No cutting required - everything can be punched-out.
