In the first half of the 20th century, a number of unplanned working-class suburbs, many of which were virtual shantytowns, began to spring up around the city of Toronto. In many cases, they were inhabited by newer immigrants, and their growth, unregulated as it was, produced an unsatisfactory quality of life, as well as problems for the larger society. The story is of interest to anyone concerned with development today, and the tension between private property freedoms and government regulation.
