Donald R. Kelley is a specialist on Russia and the former Soviet Union. He is Professor of Political Science and Senior Research Fellow of the Fulbright Institute of International Relations at the University of Arkansas. He completed his A.B. at The University of Pittsburgh in 1965; his M.A. there in 1966; and his Ph.D. at Indiana University in 1971. He is the authored several books, and has also contributed essays to various edited works and to the Journal of Politics, American Political Science Review, Polity, Soviet Studies, and American Behavioral Scientist. Kelley is the Director of Fulbright Institute and Director of the Russian Studies Program.
