I'm new to PBS and am wondering how/where to find out which books are the most requested & hardest to find? Thanks!

I find out by subscribing to the Daily Wishlist.  It is done everyday with the books in each genre.  I get 2 genres that I like for myself.  Science fiction/fantasy is usually composed of 700+ books every day.  Once you get familiar with it - you can zip through it fairly fast.  The bad part is that I find far too many books I want for myself!  ;D

You can also get the Daily Digest which has the books that were posted that day in each genre.

There are other ways.  Watch the genre forums of your choice. 

The best way to get books is to buy them very cheaply but in postable condition at library sales or garage sales or any that you can get free from friends and family.
