Randall Bell (born 1959 in Cleveland, Ohio) is an author and applied economist who specializes in real estate damages, disaster research and strategic planning. He wrote Strategy 360: 10 Steps for Creating a Complete Game Plan for Business & Life and the textbook Real Estate Damages. As an economist, he an consulted on Hurricane Katrina, the Bikini Atoll nuclear test sites and the World Trade Center. Bell is the author of The Bell Chart, a resource that categorizes the 10 types of detrimental conditions and their corresponding economic damages. Bell is also credited with developing ‘'Strategy 360'’, a strategic planning framework.

He also consulted for the owners of the places where JonBenét Ramsey and Nicole Brown Simpson were killed, as well as a Charles Manson murder scene, and consulted on the estate where the Heaven's Gate mass-suicide took place.

He is married, has four children, and resides in Southern California.
