Another book in Biggle's universe, which has an organization similar to that which Stasheff came up with later: Agents provacateur are sent out to help a planet develop home grown democracy--not to impose it from without, because democracy is actually a state of mind rather than a form of government, and you can't legislate a state of mind.
Similar to his previous A STILL, SMALL VOICE OF TRUMPETS in format.
